About Us

The Office of Economic Impact and Diversity (ED) develops and executes Department-wide policies to implement applicable legislation and Executive Orders that strengthen diversity goals affecting small and disadvantaged businesses, minority educational institutions, and historically under-represented communities.

Our mission is to identify and implement ways of ensuring that minorities are afforded an opportunity to participate fully in the energy programs of the Department.  We lead the Department in partnering with students and programs at Minority Serving Institutions, as well as other minority owned and serving entities to foster partnerships and advocate for businesses and institutions as a Department-wide asset.  In order to achieve this mission, the Office:

  • Develops and administers a Department-wide small business program to increase small business participation in contracting.
  • Administers the Department's minority education program to increase initiatives with minority educational institutions.

Our office measures success in it effectiveness when aiding the disadvantaged in finding opportunities at the Department of Energy and in other federal programs. Through extensive research and close partnerships, we have been able to specifically target barriers to minorities and execute strategies to overcome them. ED is a model of how diversity positively impacts DOE and provides a unique, cutting-edge quality to the Department.

ED consists of two offices:

Office of Minority Economic Impact (OMEI)

OMEI's mission is to build effective partnerships between the Department and minority institutions, increase the capabilities of such institutions to compete effectively for grants and contracts, and to increase their participation in Department programs.

Office of Small and Disadvantaged Business Utilization (OSDBU)

OSDBU's mission is to serve as the agency's focal point for small businesses interested in doing business with the Department of Energy.  OSDBU administers the Department's small business program by establishing goals, promulgating policy, and developing practices and programs to encourage and increase small business participation in departmental procurement opportunities.
